Keep having "locale" problems

I followed the installation guide, ran locale-gen and put LANG=en_US.UTF-8 in the /etc/locale.conf file, yet I keep getting random apps tell me they can't set the locale or have various issues with it.  man pages for example complain about LC_ and LANG not being set.  and now a script with 'bsdtar' just complained as well

What is this locale thing and how do I fix it for good?

It's a link you came across when you

followed the installation guide

and if

ran locale-gen and put LANG=en_US.UTF-8 in the /etc/locale.conf

is all you skid, you kinda skipped a step.

Shoot I did not see this page, no, I followed section 3.4.1 I believe of the Installation Guide and probably didn't click something that I was supposed to.  Thanks I'll have a look!
