How to safely use Tor ?

I saw a similar topic here, I hope I am writing in the right place. Otherwise I kindly ask the moderators to move it.

I read somewhere that when using tor, turn off everything like webcam-microphone etc. when using tor. Is this necessary ? Is there anything else I should pay attention to ? I want to access `some` forums that are not available on the normal internet. What are the things I should pay attention to ? Will Linux, especially Arch Linux, provide me with a solid protection ?

Should I use a VPN? Or rather, should I use a paid VPN? I mean, should the paranoia level be high and active?

What is the difference between the Dark Web and the Deep Web? I would like to ask a few questions in the field of Cyber Security to those forums.
