cant access the mirror list

whenever I try to install something using pacman it fails, so I tried to access the mirror list expecting a problem there with following command:

/etc/pacman.d/mirrorlist

but the output is always:

bash: /etc/pacman.d/mirrorlist: permission denied

even tho I am accessing it as a root user

/etc/pacman.d/mirrorlist is a text file not an executable command, if you want to look at it's contents use nano or less or so.

As you are here now, what's your actual issue which actual pacman command do you use and which actual error message do you get?
