Something is starting dnsmasq

I am running a server, and wanted to run adguard container on it, but I can't because port 53 is occupied by running dnsmasq, even though the service itself is disabled, and so is systemctl-resolved.
If I kill dnsmasq, then the container will start, but that gets messed-up at the next reboot when dnsmasq is started agian.

What can this be?

The most obvious candidate is libvirt itself: https://wiki.archlinux.org/title/Libvirt#Networking

Ah, indeed I have libvirtd starting at boot for a Windows VM. Is there a some way to make it not do that without negative impact on the VMs?
