Disable iwd.service (collides w/ NM - if you want to use iwd as NM backend, see https://wiki.archlinux.org/title/Networ … Fi_backend ) - it would be an incredibly weird response by your AP to you showing up like a drunk maniac, but hey…
And certainly try to disable iptables.service ('cause that's a firewall…, you can also check the rules, "iptables -nvL") - but that would not explain the Hue Bridge behavior
There're a couple of questionable services in ubuntu, but I can't really comment on whether they're error prone there and your phone is affected, too. So we'll ignore that.

Im away from the network for a little bit, so I’ll respond with how this went when im back, but i can see this being the issue, in looking bsck i realized I misunderstood the portion of 2.2 on the install that says to install a dhcp client, and had interpreted it to mean one on top of iwd, which may be the issue.

The only rule set on my iptables is an explicit allow on port 3389 TCP, it was a sanity check from way earlier in my troubleshooting.

The ubuntu system is the system thst i really first made myself learn linux on so i imagine it has some oddities, that being said ive never messed w/ networking on it beyond the defaults so i cant imagine its anything too bad, so its likely nothing.

Alright. I'm on a different network that I can leave the XRDP server at instead of the original network and now without any modification I can ping everything on this new network, so at least for my purposes, this issue is solved. I may come back to it in a few days at the old network for the sake of trying to figure it out, but the other network I am on now should be configured the exact same as the original so I don't know where the original issue is sourced. I have disabled iwd to ensure I dont experience future issues, but other than that its working without modifying anything. Thank you for your help, and I may message again in a few days to try and fix whatever issue is happening so it doesnt root any other issues.
