Wifi/Ethernet being weird/not working

hi, i might seem stupid here, but i recently reinstalled arch, and the internet has been acting really weird. first, when i visit or ping a website, it starts reaaaly slow. but after a bit, it actually works normally.
Also, when i use USB tethering with my phone, the network somehow works normally. I've tried disabling Networkmanager, which when i did, ethernet didnt work. I've also tried switching from NetworkManager to iwd, but to no avail. the same thing as NetworkManager was happening.

also before reinstalling, everything just worked fine.
