What's with the new kernel version that hasn't been pushed from testing to core repo and eventually went out of date? Any particular issues?

The 6.11 mainline kernel releases are usually not moved to the stable
repositories, instead most of the time the first stable gets pushed to
the repos.
I didn't know that. Is there some kind of "special policy" behind this?
