So I went and took another look, and indeed both nftables and firewalld were running at the same time it seems, or trying to. I disabled both, and just to be sure I cleaned up any custom services I set up for Firewalld, and cleared out all the rules. It still refuses to get an IP address while on the switch that it connected to when getting the weird arp table results, so I went and set it up the other in the house. Made sure anything related to SSH all had the port set to the correct one. Nmap shows that port was getting opened when starting the sshd service, and nothing else after disabling all services just to isolate it. I even removed all the keys except the one for this client.

I managed to finally ssh in!

I'm not sure what is going on with arp, and not getting an IP on the one switch, and why nftables was enabled, but it's working now!

Dumb or active switch?
For a dumb switch, did you try just using a different port?

It's an active one, as in the ports are tagged with vlans and it's managed with a Controller. I will probably try look into it further but not soon, I am so done trying to figure out what happened lol
