I renamed ipxe-arch.16e24bec1a7c.efi to efi/boot/bootx64.efi in a NTFS partition.
Booting:
IPXE initialising devices...OK
IPXE 1.0.0+ Open Source Network Boot Firmware -- http://ipxe.org
Features: DNS HTTP HTTPS iSCSI NFS TFTP SRP AoE EFI Menu
Waiting for link-up on net0...... ok
Configuring (net0 b4:2e:99:c8:e4:f2).................. No configuration methods succeeded (https://ipxe.org/err/040ee186)
The site suggests "Try using the latest version of iPXE. Your problem may have already been fixed.", indeed the last version is 1.21.1 https://github.com/ipxe/ipxe/tags, is ipxe-arch.16e24bec1a7c.efi outdated?

the arch ipxe build contains a script which requests an ip via dhcp to download the boot menu
as explained on the linked help page there's an error ipxe requesting dhcp which not succeeds
have you a dhcp server up and running and configured in your network?

It's not official, but I think it's outdated & they don't care...
