I still have that issue after reinstalling, however I did not re-create any partitions, just cleared them,

I think I'm facing the same slow booting due to the ipu6 webcam on my dell laptop, so could you please tell me if you have solved the problem or if otherwise you still need your workaround systemd service?

Don't meant to necropost, but confirming that I had the same exact issue exists on Dell XPS 9315 running Linux linux-lts 6.12.57-1. I was getting and eerily similar delay to previous posters (exactly 11 sec) when allegedly mounting boot. Disabling the webcam in bios removed the delay completely.

I'm still facing the same issue that seems relate to then webcam (ipu6) being active in the BIOS.
I hope that 6.18 will fix it (if I have understood it should contain additional bits neede to improve ipu6 and ipu7 webcam).
