Perhaps cfdisk gives a logical explanation? Filesystem might not be set to swap somehow or got corrupted.

As I understand your situation, sda6 is a swap partition of 1GB. That is a partition inHDD.
You state that you have 200-300MB of RAM free.
Swapon command will not be able to setaside 1GB of RAM for swap if you are running swap in RAM which would explain the error message.
This seems to be the logical conclusion,
The other possibility is that another swap setup is enabled which does use RAM when you command swapon. This could be provided by tmpfs or ramfs in the system.
