Forum search yielded somebody advising ttf-bitstream-vera, so I installed that and restarted X, but the problem persists.
Any ideas?

AFAIK bitstream-vera lacks a few unicode fonts. I use DejaVu - it is a clone of bitstream-vera with full unicode support. And it's somewhere in the repos. Don't forget to change the default fonts in your browser

For sure it's an encoding problem.
"locale" will tell you what encoding you are using
