its the newer form of inetd it starts services like swat and all...

the extended Internet services daemon (xinetd) was developed originally by redhat? as a replacement for inetd
It can be used to bind to a specific interface, ip, can specify users, uses tcpwrappers (and listens to info in hosts.allow/deny).
