DHCPD Slows down system when no internet

Hi,

I have broadband internet. If the internet connection is down for whatever reason, my archlinux system runs really slow and becomes much less responsive (at least 15 seconds for a terminal to appear after launching). As the problem seemed to be networking related a tried killing the DHCPD process and voila! problem solved.

Has anyone else noticed this problem or have any clues as to what DHCPD is trying to do in the background?
