Some questions about MySqld

Ok. When I'm using MySqld on SlackWare with skip-networking parameter enabled it opens 3306 port on localhost. When I'm using it on Arch I don't see any opened ports but mysql connecting to the Server successfully. Can my Php distribution connect to MySql properly with this option enabled on Arch&
