OpenSource Suggestions For HTTP Software

What is a good software that would allow users to make accounts and contribute poems or short stories. It would then allow guests or registered users to review it?

Yes, I think he's looking for a CMS.

Drupal would be a good choice: although it has a steep learning curve, it's customization options and plugins are endless.

just google 'content management systems' and you'll get plenty of results.

i like joomla, which has a huge community, and drupal, which indeed has a steep learning curve but worth the learning.

I'd recommend to use a Wiki. I think that it would serve the task of creating/gathering poems or short stories best and there are quite a few easier ones which don't generate the overhead you have by using a full blown CMS. You might want to check http://wikimatrix.org - there you can have a look at almost all available wikis and compare them.

i personally like mindtouch if you are going for wiki, which actually seem more suitable with your needs.
