Traffic shaping in ArchLinux

I am currently looking for the easiest/fastest way of implementing traffic shaping on my ArchLinux LAN gateway the following way:
* incoming/outgoing control packets (SYNs/ACKs etc.) high priority
* incoming/outgoing SSH/IM packets medium priority
* everything else normal priority
* incoming P2P traffic when IDLE

I would even be satisfied with having the last rule implemented - all P2P traffic should be allowed in only when idle.

Has anyone implemented this on an ArchLinux box?
I am aware of the tons of pages on traffic shaping, but I would like to know if anyone has done anything similar on ArchLinux.

Usually your torrent client has settings for max upload and download speeds, number of connections etc
