Tomcat is having problems serving http: Connection Refused

I have tomcat installed on my server, and I started it, but when I run "links 127.0.0.1:8080" from the computer, it says "Connection Refused".  How can I get this to work?

I have experienced the same problem with tomcat6 after the last update. Therefore I have set 777 permission to /srv/tomcat/ folder and now I have a Tomcat page that reports a HTTP Status 404 error. The situation has slightly changed but I'm still not able to let it work properly.

For the moment I have solved by making a simlink from /srv/tomcat/webapps to /usr/share/tomcat/webapps thus editing server.xml to reflect the right path.

That solved my problem, here, as well. Hopefully there's a better solution out there.
