Hi there,
since my last System upgrade dhcpd refuses to start during startup. When starting it manually in a root terminal later, It works...
According to my errors.log, there's something about IPv6...

i had the same problem, i compiled my kernel w/o ipv6
dhcpd has a -4 option, however this appears not to work :\
i rebuilt the pkg from abs with

I solved the problem by adding ipv6 to Modules in rc.conf. Thanks for the hint!
