netcfg (interfaces up / down)

Where is the appropriate place to bring up network interfaces when using netcfg? I have two profiles, one for ethernet and one for wireless and am using the netcfg menu at boot to connect. The ethernet profile fails because eth0 is not up. Is it something that should be set in /etc/rc.conf, or PRE_UP in the profile, elsewhere?

Secondly, is there a way to configure the network by first checking if a cable is present (eth0) and if not, attempt to configure wireless?

Also, I would ideally like to have one interface up at a time, is this where PRE_UP and POST_DOWN comes into play?
