ifdown/ifup?

What is the arch way to bring down one interface without restarting all interfaces with '/etc/rc.d/network restart'.  I am used to the ifdown/ifup commands from RH/Debian.  I couldn't find it on the wiki.

Why is ifup and ifdown "missing"?  Have they been decpreciated in favour of the above syntax?
