Why is it that I have a background i got off the internet and applied to my desktop. But when I resume from screensaver, where you enter your password, the wallpaper is the default green palms wallpaper? How can this be changed?

If you've got xfce and gnome installed, your problem might be related with nautilus / thunar fighting over who's drawing the desktop. Do Icons change too, somehow (theme, location), if you drag some around and wait for the screensaver?

I'm going to go out on a limb and say you're using gnome.
This behavior is as designed by the gnome-screensaver dev. One of many choices he has made that don't seem to gel well with users. The easiest way to deal with this is to replace the default gnome background.

I have seen it with 'xfce4-4' if one didn't tick the "let xfce control your desktop".
Later it would _never_ accept that box being ticked, it would never survive a reboot only for the duration of the session.
However - if you use xfce4-6 I haven't seen that particular problem there ...
