That file should not be empty, try re-installing the xorg-server package
[user@masaq ~]$ cat /etc/dbus-1/system.d/xorg-server.conf
<!DOCTYPE busconfig PUBLIC
"-//freedesktop//DTD D-BUS Bus Configuration 1.0//EN"
"http://www.freedesktop.org/standards/dbus/1.0/busconfig.dtd">
<busconfig>
<policy context="default">
<allow own="org.x.config.display0"/>
<allow send_destination="org.x.config.display0"/>
<allow send_interface="org.x.config.display0"/>
<allow own="org.x.config.display1"/>
<allow send_destination="org.x.config.display1"/>
<allow send_interface="org.x.config.display1"/>
</policy>
</busconfig>
[user@masaq ~]$ pacman -Qo /etc/dbus-1/system.d/xorg-server.conf
/etc/dbus-1/system.d/xorg-server.conf is owned by xorg-server 1.6.3-2

That's not solved for me .
I reinstalled xorg, xorg-server and hal (using -Rd and -Sf). But when I do then running startx doesn't do *anything*. The command just starts and ends. There are no logs. X logs in /var/log are empty.
Anyone had same problem and solved it?

Did you disable hotplugging?
Did your user are in hal and dbus groups?
Hal and dbus are running fine.
If you don't know try cat /var/run/daemons .

I didn't disable hotplugging. Maybe with hotplugging off it would work, but I thought that the point is to make it work with it.
Dbus was previously failing because of xorg-server.conf emptiness. But now when I have those two files contents they seem to start withot problems. And I'm quite sure dbus is working as wicd is too.
No error messages from hal on start.

After upgrading to new dbus or xorg (I'm not sure), the problem is solved finally also for me.
