Multiple NICs, how to add prevalance to one?

I have Two PC's in a setup of this sort.

     Internet<---ArchLinux---> Windows 7 ---> Internet

My ArchLinux box for some reason decides it would rather use the Windows 7's internet through ICS. Is there someway I can force it to use its own NIC to access the internet? If it uses the Windows 7 Box my torrents will not work correctly because of NAT issues. thanks for the help

Is there someway I can run a DHCP server on Windows 7 without ICS enabled?
