Ok, so I have been trying to set up cacti now for a few hours on Arch. On my Ubuntu-server it works like a charm.
This is what I have done:
Installed apache2, mysqld, php5, cacti, snmp, snmpd with pacman
Added configlines in apache2 for php5module and to point out correct dirs for my cacti folder.
Added my cacti dir open_basedir in php.ini
The page is white/blank and if I turn on the php debug I get this;

I solved this by adding my timezone in php.ini.
date.timezone = Continent/Capital
ex date.timezone = Europe/Stockholm
