Making netcfg start wpa_supplicant without connecting to any network

Because using /etc/rc.local to start wpa_supplicant is an ugly hack (IMHO), I'd like to make netcfg start wpa_supplicant on my laptop's wlan0. Problem is, when I invoke netcfg on the wireless-wpa-config profile, it fails ("Authentication/association failed"), apparently because it can't find a network to connect to.

How can I make netcfg just start wpa_supplicant and leave it at that, without trying to connect to something (and failing when it can't)?
