Visible DISCLAIMER

I was wondering if we could put the DISCLAIMER notice on the AUR page above the search box instead of way down below. That way, no one can claim they missed it. Currently with it being at the bottom of the page, people would have to scroll down in order to see it.
And IMO, most people just get directly to searching for the package that they are looking for.

I believe its being overhauled, based on other discussions I've seen....
