I was using this mirror at the beginning of running Arch - my nearest one, but cvut.cz had always some issues, so I just moved on to another mirror. There are better out there than this one.

Some/most mirrors will get slightly out-dated from the reason of the 2009.08 images syncing. it's known that this is a process which remain around 3-4 days (we up-sync since yesterday)..

Ok, you may have noticed it already:
A accident brought nearly all mirrors to delete some/most packages from their mirrored repos.
Currently they all sync again. But rsync slots and bandwith is limited, so this will take some days/weeks to
get all mirrors to a actual state.

Yeah, saw this also. But these network problems or maintainace work we have often. I only react if these still occurs longer than a few working days...
Switch to an other mirror meanwhile.
Short overview of mirror status after the resync-all:
Most mirrors are now in synced state, for those which are currently out-of-sync i have wrote mails to the admins.

I generally think that most sites should provide the option of using an encrypted connection so I'm happy to see that you're considering it. I just wanted to make sure that the protocol had not been changed to block reflector without contacting me first.
Maybe you can help with the issue that I wanted to discuss with GerBra. I was hoping to convince GerBra to create an addition non-html page for the mirrorcheck information. This would reduce the overhead of downloading and parsing the html output and would make it independent of changes to the html layout.

What is the (official) procedure taken when a mirror gets out of sync, or, in general, is misbehaving? Who will send an e-mail and to what address?
The nluug/surfnet mirror is getting behind again.

AFAIK they will stop mirroring Arch because kernel.org is mirroring us now and they are on the same network (but kernel.org is faster)

However, there's another thing that I'd like to ask: It seems for me that I cannot establish a connection to dozen of mirrors (those mirrors from Germany and USA in /etc/pacman.d/mirrorlist). If I want to download something, the connection cuts off, I have to try again, try another mirror, the same and so on ... Is it just me or is it down for everyone?

Which browser are you using? All browser from our repos should contain the cacert certificate.

I'm not sure how this works, but new Belgian mirrors got introduced with with the latest pacman mirrorlist update, and they don't seem to be checked by the mirrorlist script:
