spamc ignoring or not seeing "report_safe"

I'm using spamd & spamc and getmail, and get an error from the getmail, whenever I receive spam, that spamc returned fewer headers than in the original email. When I had this in previous systems, using spamassassin, not spamd & spamc, it was down to the report_safe setting in /etc/mail/spamassassin/local.cf.

I have that set to 0, but am still getting the error. All the searcghing I've done has suggested that spamc should still be using this setting, but I'm still getting the error. So, either I've missed something (most likely), or spamc is ignoring that setting.

Can anybody help?
