Suggest a host for me???

I need a host with the following capabilities:

*PHP
*MySQL
*mod_rewrite
*libjpeg/pnmscale (I use djpeg, cjpeg, pnmscale to resize images on the fly)
*Live phone support

I'm making a site for a client and I suggested pair.com, but he didn't bite because he NEEDS to be able to call and harrass people on the phone...pair doesn't have real phone support.

Any suggestions?

I know, but I've fallen for a good "pre-purchase presentation" before, especially with hosts, and ESPECIALLY trying to judge if they have decent phone support. I've been contacting a few, but in searches for a host, it's easy to lose heart.
