Network restard needed after boot

This is odd, beceuse during starting net-profiles daemon on boot up I get:

wifi up                                                                                      [BUSY]
Interface dosent support scanning: device or resource busy

Interface dosent support scanning: device or resource busy

Interface dosent support scanning: device or resource busy

Interface dosent support scanning: device or resource busy

Association failed

                                                                                              [FAILED]

The workaround is to restart net-profiles after login.
Actually I add this to rc.local:

 (sleep 24; /usr/bin/netcfg -r wifi &> /dev/null) &

Before adding QUIRKS=(preessid) to /etc/network.d/<profile> it was impossible to restart network after short connection lost too.
Any ideas to resolve it, some other options to QUIRKS, PRE_UP or etc?
My network controller: Intel Corporation Wireless WiFi Link 5100
