users-admin tool from the gnome-system-tools? Where is that?

I've found a phrase in some documentation saying that "This feature can be enabled as a per-user option in the users-admin tool from the gnome-system-tools".

Anyone know where that is or how to get to it from bash?

After installing gnome-system-tools. You just need to run users-admin (BTW its a GUI program).
