CVS (pserve) server

Hi,

I'm trying to install a pserve in a chroot with xinetd
From xinetd.d:
        server          = /usr/sbin/chroot
        server_args     = /var/chroot/cvs /usr/bin/cvs -f --allow-root=/archlinux-nl pserver

I can successfully login into the cvs server, but when i try to import a new project, cvs gives this error:
cvs: no such system user

but the user 'cvs' is in $CHROOT/etc/passwd

any ideas?
