netcfg will not setup static IP with media disconnected

The title says it all.  If I don't physically have my network cable plugged in, setting a network profile with a static IP fails.  Also, there doesn't appear to be a setting for subnet mask.

Please help, without this functionality I'm stuck back using Windows with netsh scripts, which I'm really trying to get away from.

Ok, it's not as bad as I thought.  At least once you have the static set, if the media is temporarily disconnected, it does't drop the static setup like networkmanager does.  I think I can live with this setup, although it would be nice if you could set the static ignoring the carrier signal.

Do you need to set it if it's not connected?
If you need to make sure it's set-up whenever it is connected (which may be after boot), you could use ifplugd to set it?
