Arch Linux is nothing more than some scripts.  Technically, pacman isn't even Arch either, it is just a package manager.  VLC "for Arch Linux" is nothing more than the sources straight from the VLC website compiled with a few custom flags and a custom install path.  Everything else about VLC is exactly the way the author intended it to be.  Arch isn't like Ubuntu, PCLinuxOS, or Mandriva where you get one very bloated, massive system that'll work for everyone--you get an extremely light and fast install where you have to install and configure just about everything yourself.  If VCDs don't play in Arch, you're just telling us that you haven't gotten them to work yet.

Did you check the log for details?  If it is disabled, go to Tools -> Preferences, by Show Settings, click All, open Advanced, and set a log path in Logging.  Reproduce the error and check the log.  If you need more help reading the logs, post here, but please follow the hints that your machine is telling you (and Google is your friend, too).

I tried you suggestion. It does not generate an error log. If I do not put a disc, and simply try to play the vcd, an error log is generated.
Pl. suggest   further
