ifconfig static IP assignment slow on initial connection

I run a few scripts that relay on assigning a static IP address and mounting a file server. However I've noticed that after I run ifconfig and assign a static IP it takes 15 - 20 seconds to actually become fully active on the network. For example, best shown by using ping:

ifconfig eth0 192.168.1.45
ping 192.168.1.1
Unreachable for about 15 seconds
Successful ping - at this point everything is fully active from here on out

Running Arch 64bit kernel on a removable device and stable repo's. Network card is a NetXtreme by Broadcom (BCM5761), although when I use other machines with integrated Intel network cards the slowness problem is also there, so I don't think this is the problem.

Anyone have any ideas on where to look to get rid of this delay?

Does this happen with other distros?

No- the other ones are 32bit and older kernels (not as bleeding edge as Arch). I tried the legacy 2.6 kernel in Arch and the delay is still there.

I have not tried 32bit Arch, I'll give that a shot with the live cd just in case.
