How to have files accessible anywhere by password from web server?

I have Apache set up just fine, have been using it for Torrentflux-b4rt for quite a while. I'm wondering how I could have like a simple file/picture uploader that would be accessible anywhere and I could set the permissions on each file, whether it is "public" or "private", but not with SSH-- rather if possible within browser? Some PHP script maybe, but I'm not sure how to go about this.

I suppose an image uploader (imgur.com example) type interface, but for any file, and ability to set permission on it there and then. I tried Dropbox however I just feel more comfortable having it on my own system and setting up password, keeping it simple.

Dunno if you can generate public urls in the latest version, but the private browsing and uploading works fine and fast
