Maybe you can find him http://www.archlinux.org/developers/ or http://www.archlinux.org/trustedusers/
If there's a problem with the package, the bugtracker is the right place. If you think the package is out of date, flag it accordingly.

Depends on which package maintainer, if the official repos, then the bug tracker. if its an Aur package maintainer, then you need to use the AUR page to email the user or in case of no replies take it up in the ML.
