Second link seems to be about encryption and authentication, which isn't the same thing as anonymity.

There is an alternative to TOR: http://anon.inf.tu-dresden.de/index_en.html
Still, I have heard that both of them wouldn't work if big US intelligences didn't provide a lot of server bandwith to monitor activities (though is is only rumors...)
