I am on a desktop, and can't really tell if i am facing this too. Over at phoronix, some desktop users also have reported this though.
Since this seems to affect the 2.6.38 series, i guess downgrading should solve the problem for you.

I started searching for it yesterday. But if you search "power regression", you don't get that thread, it seems that you need to search for "power regressions" with the s.
