How to control traffic on local system?

While I'm uploading files through http with full avaliable upload speed then I can't download anything. On my router I have firewall with acks on priority in both directions.

Is there any program or something else what be able to dynamically shape traffic on local machine? I know there is trickle but it provides static control of bandwidth of particular programs.
I need rather something what shapes traffic not only on services(ex. ssh, www, ftp) but also inside them. During uploading one file to server1 by http I want to be able to upload second file to server2 by http and upload traffic will be divided by two. On the same time I want to be able to upload files by other services (ex ftp) to server3 and then upload traffic will be devided by three and etc.
