I want to manage how bandwidth is allocated when multiple requests are made to access the internet. Basically prioritize things according to some parameters, like for example root gets highest priority internet access and others need to wait for root requests (system updates?) to complete. Then for an individual user I would like the web browser to have higher priority than the bittorrent client to ensure that pages are rendered swiftly and torrents are only downloaded in spare time. Reason being that my ISP throttles the bandwidth to 0.25mbps from 4mbps once I cross 8GB of downloads in a month and it gets increasingly annoying to manage multiple connections.
Is there any simple way to do this ? I would like something which is easy to configure (text or GUI or ncurses) and works without much fuss.
