Transfer pacman to peer to peer technology.
I suggest not use the direct links, use magnet-links, that will be only on main server. All the mirrors will be seeds(inclued main), adress of most famous, will be in dht main server. For downloads use outsiders program, like "aria2c".
PS: sorry for my bad english.
PPS: If it's stupid, say so. If need more details, I'll try googled something.
