What file do I create or edit to add options to rpcbind? Like rpcbind -w -i ?

are you setting up nfs shares?
then you need to look at /etc/exports, /etc/conf.d/nfs-server and /etc/conf.d/nfs-common
There's no such thing as a stupid question, but there sure are a lot of inquisitive idiots !

No, I am porting software that requires rpcbind to run insecure mode.

hmm, i don't know of any configuration for rpcbind per se.
But you can try to modify the /etc/rc.d/rpcbind daemon and pass in the -i flag where it starts up rpcbind and see if it works. I haven't tried it so it may or may not work.
add_daemon rpcbind
to
add_daemon rpcbind -i
I don't know if you will have to pass it in quotes though. "rpcbind -i"
