I can't figure out why I have 2 wifis. Any rate, rfkill unblock 0 doesn't work.
And as previously stated, netctl works in spite of this issue.

I can't speak to why you'd have two, but. hardblocked means a physical switch or a wifi key is turned off I believe. Do you see a wifi switch or something on your laptop?

I have an airplane icon where F7 is, pressing that toggles "soft block".
However, netctl works in spite of this "hard block".

So is there any problem? Are you just wondering about this extra wlan that doesn't seem to affect anything?
I have a lenovo laptop myself (thinkpad x240) and it just has phy0. What model computer?

The problem is that NetworkManager doesn't work. netctl does.

Have you tried this as well as what you have in your original post?
If that doesn't work,
It may (or may not) help to unload/blacklist the 'ideapad_laptop' module (specially to get networkmanager to handle your wifi).
There's a bunch of other info. on that wiki about your laptop.

Thanks, will try that. I installed wicd and it works too. Only NetworkManager has the issue. Could nm-applet but the problem?

Should be able to add
blacklist ideapad_wlan
to /etc/modprobe.d/blacklist.conf

Read some of the stickys like this, they're filled with all the info. you'll need on here. And take a good look at the wiki if you haven't already. One or two google searches led me right to the answer (in the Arch wiki above) to your problem. That will be the case more often than not!
