It's the same in gnome and xfce4 ( and probably other desktop environments )
for non-maximized windows, the title bar is a little rounded and smaller in height, but for maximized windows, the title bar is bigger in height and not rounded anymore, can I override this ? I want to have those rounded title bars for maximized windows as well, I really digged internet for the solution, but everyone wanted to remove title bars for maximized windows!

It all sounds pretty theme dependent?
I use Xfce with the Appearance style "Adwaita" and Window Manager theme "Curve", and my window decorations always looks all the same, maximized or not.
Regarding title bars being removed, that sounds more like "fullscreen" than "maximized" (toggling with F11 in applications that have the feature).
I couldn't see no difference on CSD windows either.
Maybe share a screenshot of what you mean?
