Hello,
I have an idea.
I mine workspace have workers whose use torrent and some application which is get slow network. How can I set up the network for if anybody want do another thinks that is going fast, but torrent isn't, then after going torrent back to same speed?
We have windows workspaces. First I interest of free win appl,
Second I interest an virtual machine, with this apps, which have web interface.
But I need to know what is the application, and how can I close that computers in application?
Have you any idea?

What is your network topology?
Have you spoken to your colleagues, maybe ask them to cap their torrents (at least during work hours)? Or is downloading torrents a neccessary part of your business?

It is necessary because, mine boss do this, and my all colleagues hate me for this. So I need think about it, how can I do.
Topology: We have 5 computer on a router, but if on use torrent nobody can use well internet. My idea, if somebody want use internet, torrent dont load, if not, torrent load again. So I want to do this easily with some setup on mine boss computer and with all.

This sounds like more of a covert action on your part. Is that correct? If so, then just limit whoever is downloading torrents by filtering the packets through your computer. It may also help to block bad ips as well (anti-p2p groups, etc..).
Edit: You may actually want to install and run Arch Linux to get more help with your problem on an Arch Linux forum board.

Traffic Shaping in Arch is as possible as it is in any other distribution. Arch includes the Linux kernel with netfilter, iptables and tc:
