Netcfg setup interfaces without connections ?

I find that Netcfg is not going to setup an interface without a wire connected during boot, only report to the screen with "No connections", and that the interface not even "UP", no IP binded,  this is weird and unsafe to headless servers (I have no monitor at hand and hard reset the machine a few times) .

How am I supposed to have it just setup everything just like they were configured, no matter wires connected or not, and response to network just the second a wire pluged-in ?

                 bridge-utils: for bridge connections
...

I have not used it, but I would start looking for a solution there.

               ‘yes’/‘no’. Don’t abort interface setup if no carrier is found.
