Above error occured when trying to run this command.
pacman -S xorg-server-utils xorg-xinit
I came to know that everytime I use pacman command, I get that error.
First I thought that may be due to interenet problem. But, when I used ping -c 3 google.com , it worked fine. Still, I can't find out the problem. I'm using 64 bit of Arch linux. I've already configured pacman.conf too.

Are you chrooted into the system? Booted up?
What did you configure in pacman.conf?

Do you have a separate /var partition? Can you confirm whether or not /var/lib/pacman exists?

@Scimmia I added the following lines to the bottom of the config file:
[multilib]
Include = /etc/pacman.d/mirrorlist
@WorMzy Yes, I've seperate partition for /var , /home, /root and /data directory and /var is in /dev/sda4.

Can you confirm whether or not /var/lib/pacman exists?

I knew where I went wrong. I forgot to mount that /var partition. Now, problem solved. Thanks everyone.
