Yep, now I can confirm - same problem with 3.18.3 as with 3.18.2 kernel. I saw on my other machine it downloaded 3.18.4 kernel, so I upgraded my mirrorlist on my laptop to other mirror (old one had 3.18.3 (?!)) and then upgraded my system.
EDIT: Now I'm on 3.18.4 kernel on my HP 6030s, problem is still here. Fan goes nuts just in few seconds while booting and stays on at full speed.
Downgrading to 3.17* again.

It's been intermittent for me anyway over the last few days anyway so one boot isn't much to go on, but after going to 3.18.4 I found that only cooling devices 5 & 6 were in a 1 state, so though the fan was unnecessarily on, it wasn't on max.
I have found that the workaround of echoing 0 to the cur_state files has not prevented the fan from spinning up later on, if necessary. So I've stuck with doing that those boots I've had the issue.
EDIT: latest boot had the issue - thermal zone 5 of 80000 and 3-6 cooling devices on. So though intermittent, I am still seeing it with 3.18.4.

Same issues with my HP 620: with 3.18.3 or 3.18.4, the fan is always on at full speed.
Downgraded to 3.17.6, hoping for a quick fix, I'll try to investigate on this bug / issues.

Either way, it might be moot as the behaviour after applying that patch sounds familiar to my system at the moment:

OK, to see whether 3.18.5 solves this problem without having to enable [testing] (in all it's glory), I've setup the following repository:

To use it, you'll need to put it ABOVE [core] in /etc/pacman.conf and import my PGP key for verification of the repository (the packages are those signed by tpowa).
NOTE: This is just the kernel. You will have to build any modules and other drivers yourself.

I generated both journalctl dumps from within my second boot, the LTS version of the kernel, hence the difference of "-1" to journalctl. The only significant difference I noticed was that the LTS kernel showed (either reported or issued) a whole bunch of "ACPI: Fan [FAN*] (off)" messages.
If you wish, I could report all these things directly on the kernel mailinglist. I did not do so already because it might be considered as breaking etiquette, and therefore, spam. For example, one of my dumps is from the LTS kernel, and not the last known working kernel.

Anyway, I've just had a repeat of the issue with 3.18.5.
EDIT:
I got the issue in 3/3 boots with 3.18.5, which was more often then with 3.18.4.
I've just gone back to 3.18.4 and first boot, the issue had gone.
So with probably nowhere near enough boots to confirm, indications are that 3.18.4 is better for me than 3.18.5.

Well, with this issue the fan would be on max for anything from 15-90 minutes or more. Without the issue, (IIRC) it sometimes kicked in for a second or two at boot, but often not.
When I echo the 0's to cut off cooling, it takes a minute or two to get to that state and the fan hasn't slowed down before that point. Not conclusive I know, but I am sometimes using the laptop in an area where I get complaints about 100% fan noise (though not always).
EDIT: for example this boot (the boot after the one where I posted the text above) had no fan acceleration at boot time at all. Still 3.18.4.

I see the same behaviour on a Compaq 6910p laptop.

It seems that thermal_zone3 (fourth line) is the hot one...
Kernel 3.18.5-1 fixed the issue on my Compaq 6910p. Now:
